Floods in Singapore.Who should bear the responsibiity?

As everyone knows, recently it has been raining heavily and so called "endlessly", the heavy rain just wouldn't stop. It was to the extent that floods are starting to occur at different parts of Singapore.

There cases whereby even the most crowded part of Singapore which is Orchard Road is flooded. A newly opened fast food restaurant is destroyed, the furnitures are damaged and shop itself is flooded. After opening for three days, it is forced to suspend its operations for 2 weeks to restore the shop to how it was. This not only consume time, it also cost a lot.

There is also a case whereby an underground condo carpark is flooded it went almost 3/4 that high of a car. I believe this would cost damage to the car and the cars will not be able to function properly and safely. Causing a lot of inconvenience to the residents.

Who should be blamed for such disasters to happen? Actually I feel that nobody should be held responsible for such disasters. It is unexpected that floods would occur in Singapore. Thus, I feel that the only responsibility people have is to build precautions and solve the problem immediately and effectively so as to prevent more damages to be done.
